I've heard this happens because when reprog the ecm it takes away the ability to make the VGT react to the Jake being on. WebI would do the actuator only. Pull it and if that lever for the vanes doesn't move completely from end to end, then replace the turbo. Or if you see oil in the impeller. Otherwise, the turbo is good. The actuator is 99% of the reason for the faults. The turbo is only 1%. That is Paccar's and Cummins' statistics, not mine.
